David Apps, formerly Council's Team Leader Building, was appointed Manager Building and Engineering Services in October 2011.
Having commenced work with Blacktown as a Building Surveyor in 1989, David has a long and proud association with Blacktown City. During his time as Team Leader, David promoted a strong customer service focus and a practical approach to issues, and believes building and maintaining relationships and open dialogue with stakeholders benefits the whole of the development industry.
