2010 AUSTRALIA DAY MARKETS, CONCERT AND FIREWORKS DISPLAY
AT ROOTY HILL - CHANGED TRAFFIC CONDITIONS
Vehicle Access
On Australia Day 26 January 2010 this event will commence at 3:00 pm with entry to the public via the Eastern Road gate permitted from 2:30 pm. An opening in the median strip opposite the gate in Eastern Road will allow vehicle access for eastbound lanes.
Fireworks commence at 9:00 pm. Vehicle entry will not be permitted to the Rooty Hill after 8.30pm.
Road Closures
Church Street will be closed from 10am to all vehicles except local residents and vehicles with event passes. Vehicles parking on the Rooty Hill may exit via Church Street at the conclusion of the event.
Pedestrian Access
Pedestrians who cross Eastern Road before or after the event should do so at the traffic signals at Rooty Hill Road South or Blacktown Olympic Park. Those needing to cross Rooty Hill Road South should use the traffic signals at Eastern Road or Evans Road.
Parking Restrictions
Temporary NO STOPPING restrictions will be in place along both sides of Eastern Road (full-length), Rooty Hill Road South (between Cawarra Street and Eastern Road) and Church Street (full-length) on the day of the event.
Off-Street Parking Availability
Parking will be available at the Rooty Hill. Should the parking at the Rooty Hill become full, additional overflow parking will be available at:
- Blacktown Olympic Park
- Anne Aquilina Reserve
- New AFL/Cricket Stadium car park.
These car parks are accessible from Eastern Road.
Traffic Conditions
From 8:30 pm motorists can expect delays in Eastern Road, Francis Road and in Rooty Hill Road South.
Please watch for Traffic Control personnel or Police and be prepared to follow their instructions.
Proposed changes to off Leash Area - Ward 5
Off Leash areas provide exercise opportunities, which are not generally afforded in most public locations, for dogs and their owners. Off leash area also provide animals an opportunity to socialise and for owners to work with their animals in reducing anti-social behaviour.
In a recent review of off leash areas, Council resolved to establish another six off leash areas in addition to five that had been previously established. One of the reserves included as a new off leash area, Reserve 666 located in Ward 5 at Jersey Road, Oakhurst, has subsequently received funding for the establishment of a cycleway through the Reserve.
Council is now proposing to remove Reserve 666 as an off leash area and establish a new off leash area at nearby Reserve 644, which is located Between Woodstock Road and Bungalow Road Plumpton.
How to be involved:
Council now seeks written submissions from interested parties in relations to this proposed change to off leash areas in Ward 5. Your involvement will help ensure that community needs are addressed appropriately.

Adoption of Local Orders Policy 2009 - Keeping of Animals on Private Property
Under the provision of the Local Government Act 1993 (the Act) and following consideration of public submissions, Council at its meeting on 25 November 2009 resolved to adopt the Local Orders Policy 2009 - Keeping of Animals on Private Property (LOP).
The LOP seeks to assist Council and inform the community in determining how certain types of animals should be kept on private property, and provides criteria to be considered prior to Council issuing an Order in relation to animals on private property.
The Policy can be obtained from Council's Information Centre located on the ground floor at the Blacktown Civic Centre, 62 Flushcombe Rd, Blacktown.

Council proposes to create Alcohol Free Zones in Eastern Creek in the areas defined as :-
a. Brabham Drive between Great Western Highway and Ferrers Road.
b. Great Western Highway between Brabham Drive and Huntingwood Drive.
c. Ferrers Road between Gate 16 Ferrers Road and Brabham Drive.
d. Peter Brock Drive between Auto Place and Brabham Drive.
e. Huntingwood Drive between Great Western Highway and Brabham Drive.
f. Liberty Place.
g. Healey Cct.
h. Ford Street.
i. Decker Street.
j. Woods Cl.
k. Rex Roth Place.
l. Auto Place
m. Raceway Place
n. Distillers Place
It is proposed that the zone will operate from the date of the appropriate Council Resolution and will expire on the 30th June 2010, unless Council resolves to suspend or cancel such zone during this period of operation.

Emerton Leisure Centre to open at 6am!
To compliment the early start we are introducing a morning squad training program twice per week on Tuesdays and Thursdays. The squad program is open to both children and adults of varying abilities.

Notice to Ratepayers
During February 2010,the Blacktown City Information Centre located on the ground floor of the Civic Centre, 62 Flushcombe Road Blacktown, will be open each Saturday morning between the hours of 8.30am and 12.00noon for acceptance of rate payments and related enquiries.
Payment of rates and charges may be made using any of the following methods:

- Pay your account automatically from a nominated account.
- Application forms are only available from the Blacktown City Information Centre and a separate application is required for each rateable property.
