TO ALL AND SINGULAR to whom these presents shall come Alexander Colin Cole Esquire, Commander of the Royal Victorian Order upon whom has been conferred The Territorial Decoration Garter, Principal King of Arms, Sir Anthony Richard Wagner, Knight Commander of the Most Honourable Order of the Bath, Knight Commander of the Royal Victorian Order Clarenceux, King of Arms and John Philip Brooke Brooke Little Esquire, Member of the Royal Victorian Order, Norrey and Ulster, King of Arms Send Greetings! Whereas John Joseph Aquilina Esquire Bachelor of Arts of the University of Sydney, Diplomate of Education of the said University, Mayor of the City of Blacktown and Maxwell Webber, Gentleman, Fellow of the Town Clerks Society of New South Wales, Fellow of the Institute of Municipal Administration of Australia, Town Clerk aforesaid City of Blacktown have represented to the Most Noble Miles Francis, Duke of Norfolk, Companion of the Most Honourable Order of Bath, Commander of the Most Excellent Order of the British Empire upon whom has been conferred the Decoration of the Military Cross, Earl Marshal and Hereditary of England that by proclamation bearing date the Sixth day of March 1906 the Governor of the State of New South Wales and its Dependencies in the Commonwealth of Australia in pursuance of the Local Government (Shires) Act 1905 did constitute a Shire to be known as the Shire of Blacktown. That by proclamation bearing date the Thirty-first day of May 1961 in pursuance of the Local Government Act 1919 the Governor of the said State did convert and constitute on and from the Twentieth day of June 1961the Shire of Blacktown to be a Municipality having the name of the Municipality of Blacktown. That by Proclamation bearing the date of the Seventh day of March 1970 in pursuance of the said Local Government Act 1919 the Governor of the State of New South Wales did proclaim the Municipality of Blacktown should thenceforward be known as the City of Blacktown. That the affairs of the said City of Blacktown are administered by a Council which in accordance with the provisions of the Local Government Act of 1919 is a body corporate with perpetual succession and a Common Seal. That the Council of the City of Blacktown is desirous of having Armorial Ensigns established under lawful authority and they as Mayor and Town Clerk respectively of the City of Blacktown and on behalf of the Council thereof have requested the favour of His Grace's Warrant for Granting and assigning such Arms and Crest and in the same Patent such Supporters as We deem suitable to be borne and used by the Council of the City of Blacktown on Seals, banners, shields or otherwise according to the Laws of Arms And for as much as the said Earl Marshal did by Warrant under his hand and Seal bearing date the Twenty-fifth day of November 1980 authorize and direct Us to grant and assign such Arms and Crest and such Supporters accordingly. Know Ye therefore that We the said Garter, Clarenceux and Norrey and Ulster in pursuance of His Grace's Warrant and by virtue of the Letters Patent of Our several Offices to each of Us respectively granted do by these Presents grant and assign unto the COUNCIL OF THE CITY OF BLACKTOWN THE Arms following that is to say:- Per chevron Sable and Or in chief two sprigs of Sunshine Wattle (Acacia discolor) and issuant in base the head of an Australian Aborigine Sable. And for the Crest Upon a Helm with a Wreath Or and Sable A Kookaburra proper supporting with its dexter claw a Boomerang Gold; And by the Authority afore-said I the said Garter do by these Presents further grant and assign into the COUNCIL OF THE CITY OF BLACKTOWN THE Supporters following, that is to say:- Dexter a large Grey Kangaroo and sinister a Chestnut Trotting Horse proper, as the same are all in the margin hereof more plainly depicted to be borne and used for ever hereafter by the Council of the City of Blacktown on Seals, banners, shields or otherwise according to the Laws of Arms. In witness whereof We the said Garter Clarenceux and Norrey and Ulster Kings of Arms have to these Presents subscribed Our names and affixed the Seals of Our several Offices this Fourth day of June in the Thirtieth year of the Reign of Our Sovereign Lady Elizabeth the Second by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Her other Realms and Territories Queen Head of the Commonwealth, Defender of the Faith and in the year of Our Lord One thousand nine hundred and eighty-one.
