Our Manager

David Apps, formerly Council's Team Leader Building, was appointed Manager Building and Engineering Services in October 2011.

Having commenced work with Blacktown as a Building Surveyor in 1989, David has a long and proud association with Blacktown City. During his time as Team Leader, David promoted a strong customer service focus and a practical approach to issues, and believes building and maintaining relationships and open dialogue with stakeholders benefits the whole of the development industry.

David also understands the value and importance of continuous review and improvement and is committed to maintaining the high quality of service to all our development clients.

Neville, Chris and Adam have worked extensively in the construction, approval and certification environment, and collectively have over 60 years of experience in the development industry.
