Development Control Plans

What are Development Control Plans?

Development Control Plans (DCPs) provide specific, more comprehensive guidelines for certain types of development, or small sections of the Blacktown Local Government Area. The detailed guidelines contained within a DCP are in addition to the provisions of the legal planning instrument (SEPP, REP or LEP). DCPs are important in the planning system because they provide a flexible means of identifying additional development controls and standards for addressing development issues without the need for a formal statutory plan.

Blacktown Development Control Plan 2006

Blacktown Development Control Plan 2006 (BDCP 2006) is the document which provides details of the various standards, policies and guidelines adopted by Council for development in its Local Government Area. It also assists developers in designing proposed developments and preparing their applications to Council.

A significant recent amendment includes the repeal of the old Part R Erosion and Sediment Control and replacement with Part R Water Sensitive Urban Design and Integrated Water Cycle Management. The new Part R was adopted by Council on 23 March 2011 after a public exhibition period and was enacted by its advertisement in local newspapers on the 3 May 2011. With the repeal and replacement of Part R, other sections of the DCP have also been amended. All of these amendments can be found in the amendment table on Page IV of Part A.

Part R now provides direction and advice to applicants in order to facilitate water sensitive urban design and integrated water cycle management within the Development Application process as well as providing design principles that will help assist development meeting the aims of Part R. In summary, Part R provides objectives, targets and controls (where appropriate) for the management of waterfront lands, water use, stormwater (including water quality, waterway stability, detention and erosion, sediment and pollution control) and groundwater.

Since the inception of BDCP in 2006 there have been a number of amendments to ensure that Council's guidelines and controls are of the highest standard and continue to provide a clear and transparent planning framework to guide development within the City of Blacktown. There are 18 Parts that constitute Blacktown DCP 2006 that provide guidance on various types of development, whether within a certain zone, specific to a certain site or generic controls applicable to all types of development across the Local Government Area.
