Section 94 Contribution Plan No. 10 - Tree Planting on Nature Strips
Purpose of Plan
This Contributions Plan outlines Council's policy on the application of Section 94 (S.94) of the Environmental Planning and Assessment Act 1979 in relation to the provision of tree planting on nature strips within the City of Blacktown.
This Plan has been prepared in accordance with the Environmental Planning and Assessment Act 1979 and the Environmental Planning and Assessment Regulation 1980.
The initial Contributions Plan was approved by Council on 9th June 1993 and came into force on 24th June 1993.
This Plan was reviewed in August 2000 with a further review in March 2005, and came into force from 21 September 2005.
A S.94 contribution for tree planting on nature strips is levied where appropriate on all developments within the City. That is, wherever development occurs within the urban zones of the City and tree planting on nature strips has not been undertaken or previously levied for, a tree planting contribution will be imposed as a condition of development consent.
The amount of the contribution levied for tree planting on nature strips is determined by the number and type of trees to be provided on nature strips. This varies depending on the type of development.
In addition to the planting of trees, Council provides maintenance to assist their establishment. By levying a contribution Council can integrate new plantings into its routine maintenance programme.
Council adopted a city-wide Landscape Strategy in December 2004. This strategy guides the greening and landscape improvement of the whole of the Blacktown local government area. The Strategy includes the preparation of a street tree master plan to ensure that street tree planting is consistent across Blacktown. The landscape strategy provides a vision for Blacktown's landscape:
"To provide the community of Blacktown with an attractive, dynamic and self sustaining landscape that develops a memorable sense of place and character to reflect it's diverse culture and contributes to the Biodiversity of our City"
Contributions collected under this plan will assist in delivering this vision to the community of Blacktown.
