Blacktown City Council's Animal Holding Facility is located at 415 Flushcombe, Road Prospect (Corner of Flushcombe Road and Great Western Highway).

Entrance to the facility is from Flushcombe Road.

Council has adopted a Compulsory Desexing Policy.


At its meeting on 2 May 2012, Blacktown City Council resolved that Compulsory Desexing of all companion animals sold from its Animal Holding Facility be introduced immediately. As of 3 May 2012 all companion animals sold from the Animal Holding Facility must be desexed prior to the sale being completed. Click here for more information.

Payments can be made at the facility by cash, EFTPOS or credit card

Surrendering an Animal

Companion animal owners are able to voluntarily surrender their cat or dog to Council's Holding Facility upon the completion of a surrender form. Fees are applicable for the use of this service.

Blacktown residents may opt to voluntarily surrender their cat or dog at their place of residence. Cats must be securely contained in a box or basket that provides adequate ventilation. A surrender form must be completed at the time of removal. Fees are applicable for the use of this service.
