Management Plan Priority Area Links
Blacktown City 2025 is deliberately broad in scope. This is because other existing strategies, plans and initiatives of Council provide the detail underpinning it. Blacktown City 2025 contains Council's overall strategic intent through strategies and objectives. Council's Management Plan, as well as other documents, contains the actions Council will be undertaking to reach our Vision for 2025.
Blacktown City 2025 has been drafted to take into consideration and integrate with the Management Plan. Council has recognised the need to have a strong and well-structured Management Plan with a clear short and medium term focus on the varied needs of the many stakeholders vying for Council's limited human, infrastructure and financial resources.
The Priority Areas from the Management Plan and corresponding statements are reproduced below. The diagram following each Priority Area statement demonstrates the link between the Priority Areas and Blacktown City 2025 (BC2025) with the strategy highlighted if a link has been established.
Moving Around the City
Blacktown Council is committed to achieving efficient, affordable and sustainable movement systems into and within the City to ensure Blacktown is a place of choice to live, work and play.

Blacktown City will be a place of choice and opportunity. Council is committed to developing a cosmopolitan, attractive, safe, well-planned and sustainable City that values our diverse culture and heritage.
Community Services and Facilities
Council is committed to the timely provision and support of a wide range of community services and facilities in an endeavour to satisfy the diverse and changing needs of our residents.
Economic Development
Council is committed to the creation and promotion of economic development within the City in partnership with public and private agencies so that the range of business, employment, education and tourism opportunities is maximised.
Environment
Blacktown is committed to the conservation, restoration and enhancement of an environment that balances social, economic and environmental imperatives.
Infrastructure - Provision and Maintenance
Council is committed to the provision and maintenance of a diverse range of quality infrastructure and natural resources. Our infrastructure, including parks, sporting facilities, roads, waste collection, drainage, community and neighbourhood centres, child care centres, plant nursery, animal pound, libraries, depots, footpaths and natural areas will be provided in a planned and efficient manner to meet the present and future needs of our growing and vibrant City.
Management and Performance of Council
Council will serve to provide leadership to the local community. Council is committed to improving how it conducts its business, implements its policies (including communication and consultation with the community) and provides the best standard of service to satisfy the needs of the residents of Blacktown City within budgetary allowances.
