2025 Statement - Where we will be
Blacktown City is a dynamic place where residents celebrate each other's and the City's history, creativity and achievements.
Blacktown has a uniquely welcoming style, which ensures that many settle here for life and many more are attracted as new residents. Neighbours spend time getting to know one another. People value the friendliness of their communities and the resources brought to it by the varied backgrounds and life experiences of its members.
The City is a place of opportunity, where individuals are encouraged and supported to achieve their academic, employment, sporting, cultural and spiritual potential, regardless of their background or circumstances.
As a City, we are proud of and promote local talent. The City is a living art gallery. Performance and visual arts abound and public art is integrated into the structures and the open spaces where people live and gather.
Following large scale urban revitalisation in the older Department of Housing areas, there are new facilities, public spaces and streetscapes. These support a safe, active and engaged lifestyle of those who live there. In these communities, as in the new release areas, residents are proud of and extensively use their local spaces and facilities.
The people of Blacktown are recognised as the City's greatest asset, not only by Council, but also by government departments and other agencies. Community members are encouraged and supported to actively participate in civic life at neighbourhood and City levels. Their active participation results in well-coordinated and meaningful planning and decision-making for the community.

Focus Areas

Council takes a leadership role in coordinating a whole-of-government approach on key issues such as the digital divide, urban renewal and local employment development.

Improve quality of life through urban regeneration and make this a major focus of Council.

Create festivals and events that celebrate the commonality of our people, not just the differences - many cultures, one community.

Make Blacktown Showground and Francis Park a community precinct where people are able to interact both passively and actively through the provision of a range of quality cultural and recreational facilities.

Establish Blacktown Arts Centre as the cultural centre of the City and as an iconic cultural institution.

Develop Council's land use planning and economic development strategies that focus on creating local jobs for local people.

Assist libraries to become key providers and facilitators of techno-literacy, offering increased internet access to the public and an entry point for training in new technology applications.

Expand the role of community centres so that they become community resource hubs, providing spaces for learning, human service delivery and recreational and cultural activities.

Council to continue to play a role in providing high-quality child care services which meet the needs of all children and their families, in particular families with lower incomes and children with special needs.
