Blacktown City Social Plan 2007

The Blacktown City Social Plan 2007 is a plan for our whole City, developed in partnerships with the community, government departments and community organisations.

Council wishes to thank all those involved in the process, which has included extensive research, data collection, consultations and reviews.

The Plan provides a snapshot of our City's social situation now. It also plans by identifying the opportunities, facilities and services to assist local people achieve their full potential, and to enhance community spirit.

The Local Government (General) Amendment (Community and Social Plans) Regulation 1998 requires Councils to develop a Social/Community Plan in accordance with departmental guidelines.

The Blacktown City Social Plan 2007 was adopted by Council in July 2007. Council officers prepare and present to Council for consideration, detailed Action Plans for implementation.

The  Blacktown City Social Plan Action Plan 2010 - 2012.pdf  (4001 kb) was adopted by Council in March 2010 and was developed in partnership with community organisations and government bodies. This Action Plan provides information on each priority area of the Social Plan including:

  1. Key issues identified in Blacktown City Social Plan 2007 - this section describes the key issues identified in Social Plan 2007;
  2. Soical Plan Action Plan 2010 - 2012 - this section identifies the actions for implementation in the 2010/11 and 2011/12 including the development of Social Plan 2012. The actions within the Action Plan were informed by a key stakeholder workshop in November 2009;
  3. Report on Social Plan Action Plan 2009 Activities and Outcomes - this section reports on the actions from Action Plan 2009 and provides highlights of other activities around key priority areas; and
  4. Social Plan Measures - this section provides information on relevant Council Quadruple Bottom Line (QBL) reporting measures are relevant to the Social Plan.
