City Strategy and Development Directorate

Strategic & Precinct Planning

  • To provide an efficient and high quality strategic development function that will enhance the long term development of the city and comply with the needs of the local and regional communities.
  • The coordination and preparation of planning strategies for large-scale urban release areas

Development Policy & Regulation

  • Develop policies, in consultation with relevant industry bodies and the community, that reflect current practice and are cognisant of environmental, social and economic factors.
  • Determine appropriate and desirable land uses in the City by way of Council's Local Environmental and Development Control Plans
  • Provide specialist advice on European and Aboriginal heritage issues and responsibility for the identification and protection of heritage properties in the Blacktown LGA.
  • Enforce the provisions of the Environmental Planning & Assessment Act 1979 and the Local Government Act 1993 in respect of the use of land and premises, including the defence of appeals against Council decisions lodged in the Land & Environment Court and the initiation of legal regarding unauthorised and non-complying development.
  • Provide Community Law Enforcement, providing for protection of Council's public facility investments, and City amenity and cleanliness.
  • Administer certification for essential fire safety measures and conduct audits of existing buildings for fire safety purposes
  • Assess applications for the authorisation of premises used for public entertainment.

Development Services & Administration

  • Assess Development Applications for larger and more complex developments submitted to Council in light of Council's policies and the relevant provisions of the Environmental Planning & Assessment Act 1979 and the Building Code of Australia and taking into consideration the views of the community.
  • Issue Section 149 Certificates (zoning certificates) pursuant to the Environmental Planning & Assessment Act 1979 and Section 735A of the Local Government Act 1993 (Outstanding Notices).
  • Liaise with the community in respect of Development Applications.

Building & Engineering Services

  • Assess Development Applications for smaller developments, such as dwellings, carports, garages, swimming pools and the like.
  • Provide certification services (ie: Construction Certificate, Compliance Certificate, Complying Development Certificates) for building and engineering works.
  • Provide inspection services, including issue of Occupation Certificates, for projects under construction.
  • Assess Engineering Plans submitted to Council for the construction of drainage and roadworks.
  • Issue certificates pursuant to Section 149A of the Environmental Planning & Assessment Act (Building Certificates) for existing buildings.
  • Provide specialist building and engineering advice for development projects.
