Finance & Corporate Strategy


Corporate Industrial Relations and Employment Systems

  • To support all directorates to enable Council to provide a full range of services with negligible disruption from industrial issues.
  • To ensure that Council management accepts its moral and legal responsibility to provide a safe workplace for all employees, contractors and visitors.
  • To meet Council's corporate training requirements and to facilitate a high quality staff capable of providing a full range of services to a satisfactory level.
  • To provide risk management and insurance services.

Economic Development

  • To provide economic development initiatives for the city.

Corporate Governance

  • To manage Council's Blacktown Council Information Centre.
  • To provide of corporate governance services including policy review and development, uniforms and corporate procurement.
  • To provide graphics and printing services.
  • To assess information access applications.
  • To maintain councillors' facilities.
  • To manage Complaints, Code of Conduct and Community Consultation Policies.
  • To manage Council property in such matters as acquisition, development, sales, lease management and administration.
  • To provide records management services.

Corporate Finance

  • To maintain a Financial Accounting system to industry best practice that produces the required statutory reports in accordance with legislative and Council time frames and ensures accurate and up-to-date costing information.
  • To maintain Management Accounting system to industry best practice that will produce relevant and timely financial data to enable the facilitation of Council's strategic and operational business objectives.
  • To manage Council's financial position, through the use of industry best practice financial management techniques, so as to ensure that a strong short and long term financial position is maintained.
  • To provide rating, accounting, payroll and store services.
  • To ensure the security and integrity of Council's assets, operational systems and processes are maintained through the implementation of a formal annual audit program, a strategic long term audit plan and review of internal control procedures as appropriate.
  • To ensure the administration of Council's S.94 Contribution collection and expenditure program is effectively coordinated so that relevant infrastructure needs are identified and met in a timely and cost-effective manner.
  • To ensure that Council's S.94 Contribution Planning System complies with relevant legislation.

Organisational Planning and Development

  • Facilitation and general control of the functions of Organisational Planning & Development Section including:-

Management Planning;

Strategy Development;

E-Business Strategy;

Performance Management;

Service Level Agreements; and

Leadership Development.

  • To ensure Council maintains a formal and structured organisational management planning and implementation process to enable it to achieve its strategic and operational objectivities and targets.


Electronic Business Services

  • To support all directorates by providing a full range of Information & Communications Technology and Land Information services.
  • To ensure the level of electronic business services meets the standards and guidelines as set out in the Electronic Business Services, Service Level Agreement.

Blacktown Leisure Centre Stanhope and Blacktown Olympic Park

  • To provide a 'state of the art' leisure facilities that offer a range of leisure, recreation, educational, cultural, social and entertainment programs and opportunities for people of all ages, interests and abilities.
  • Operating as an economically viable facility
  • Providing a community focal point for residents and visitors to the area to meet, recreate and enjoy the centres' facilities.
  • Developing a broad range of programs relevant to the interests, needs and wants of the Blacktown City's residents and visitors.
  • To ensure the centre is managed in line with industry best practice and high levels of service and customer satisfaction.
