Planning and Development Services

Development Services 

  • Assess Development Applications submitted to Council in light of Council's policies and the relevant provisions of the Environmental Planning & Assessment Act 1979 and the Building Code of Australia and taking into consideration the views of the community.
  • Assess Engineering Plans submitted to Council for the construction of drainage and roadworks.
  • Assess Construction Certificate, Compliance Certificate, Complying Development Certificate and Occupation Certificate applications submitted to Council for the approval of building works and engineering works.
  • Issue Section 149 Certificates (zoning certificates) pursuant to the Environmental Planning & Assessment Act 1979.
  • Issue certificates pursuant to Section 149A of the Environmental Planning & Assessment Act (Building Certificates) and Section 735A of the Local Government Act 1993 (Outstanding Notices).
  • Assess applications for the authorisation of premises used for public entertainment.
  • Assess applications for the removal and lopping of trees.
  • Liaise with the community in respect of Development Applications.

Strategic Planning and Policy

  1. To provide an efficient and high quality strategic development function that will enhance the long term development of the city and comply with the needs of the local and regional communities.
  2. Assess applications for the rezoning of land and for amendments to Blacktown Development Control Plan 1992.
  3. Develop policies, in consultation with relevant industry bodies and the community, that reflect current practice and are cognisant of environmental concerns and economic factors.
  4. Enforce the provisions of the Environmental Planning & Assessment Act 1979 and the Local Government Act 1993 in respect of the use of land and premises, including the defence of appeals against Council decisions lodged in the Land & Environment Court and the initiation of legal action in the local Court and Land and Environment Court regarding unauthorised and non-complying development.
  5. Ensure that the European and Aboriginal heritage of Blacktown is preserved by the identification of significant sites.
