Elected in 2016, Councillor Quilkey is a member of the Transport Workers Union (TWU). He has been secretary and treasurer of the Quakers Hill Branch of the NSW Australian Labor Party (ALP) for 12 years and was president of Greenway ALP Federal Electorate Council for 3 years.
Holding a Diploma in Law, Councillor Quilkey worked as a Senior Legislation and Policy Officer for Corrective Services NSW, in the Crown Solicitor's Office and the Attorney General's Department. He has also been a taxi operator, and junior sports coach and trainer.
Councillor Quilkey represents Blacktown City on the Western Sydney Regional Organisation of Councils (WSROC) and Civic Risk Mutual (an insurance pool of councils).
