Blacktown Local Environmental Plan 2015 amendment

BLEP 2015

To amend  Blacktown Local Environmental Plan 2015 as it applies to the Blacktown and Mount Druitt CBDS to:  

  • Remove the B3 Commercial Core zone applying to land in the Mount Druitt CBD and rezone that land B4 Mixed Use;

  • Reduce the area of land zoned B3 Commercial Core in the Blacktown C8D  and apply a B4 Mixed Use zone to that land;

  • Rezone the northern side of Kildare Road, between Patrick Street, 8almoral Street and the Western Railway Line, from B4 Mixed Use to B3 Commercial Core;

  • Increase building heights in both CBDs;

  • Remove FSR controls in both CBDs;

  • Nominate Key Sites and Gateway Sites, where additional heights of 20 m in the Blacktown CBD and 16 m in the Mount Druitt CBD will be considered if key within site public domain improvements and linkages, design excellence and/or additional contributions to off-site public domain improvements are provided through redevelopment and

  • Rezone the northern part of Alpha Park, Blacktown from RE1 Public Recreation to B4 Mixed Use and assign a 26m  building height control

The area of Alpha Park proposed to be rezoned  is currently classified as “community” land under the Local Government Act 1993.  The rezoning involves reclassification to “operational”.  That Act requires that when land is proposed to be reclassified Council must hold a public hearing chaired by an independent person.

The public hearing pertaining to the reclassification will be held on Thursday 19 October 2017 in Committee Room 3, Level 5, Blacktown Civic Centre, 62 Flushcombe Road, Blacktown.  If you wish to attend the public hearing you will need to advise our Strategic Planning Section.  This can be done by either telephone, letter or email.

The exhibition period will run from 23 August, 2017 to 20 September, 2017.
Parties wishing to make comment on the Blacktown Local Environmental Plan 2015 amendment are invited to forward written submissions to Council by 5:30PM on 20 September, 2017. Please quote file reference: F15/2580 addressing your submission to:

A submission by way of objection must set out the grounds of the objection. Any information included in submissions may be made available to third parties in accordance with relevant legislation. A Disclosure Statement must be lodged by any person making a submission where a reportable political donation or gift has been made to certain people or organisations within 2 years before the submission is made.
