Blacktown CBD Forum

Blacktown City Council is giving residents and businesses the opportunity to go online and ‘Have Your Say’ on the major projects, plans and issues in the Blacktown CBD.

Blacktown City Mayor Tony Bleasdale OAM said; “We want to update the community on our major CBD projects and share the plans that we have for our city centre. We also want to give residents and business owners the opportunity to raise issues of concern, relating to the CBD.

“Due to COVID restrictions, Council hasn’t been able to hold our regular face-to-face community forums.

“Earlier this year we held an extremely successful ‘Q and A’ style online forum on the planning and transport issues facing residents and businesses in Marsden Park.

“We live streamed the forum on social media and connected with more than 10,000 people.” Mayor Bleasdale said.

Council will hold a live stream online Blacktown CBD forum on Monday 26 October, at 7pm.

Mayor Bleasdale will be joined on a panel by Deputy Mayor Julie Griffiths, Australian Catholic University’s National Manager, Strategic Projects, Jane Caton and representatives from business and the community.

The panel will give updates on the major projects, answer questions and discuss the issues of concern relating to the Blacktown CBD.

Residents and business are invited to submit pre-recorded video questions, email questions or they can text in on the night.

“We are undertaking a massive redevelopment of the Warrick Lane precinct, building an underground carpark, creating a new park and plaza with shops, restaurants and offices.” Mayor Bleasdale said.

“The Australian Catholic University opens its campus in the City centre in February next year bringing hundreds and eventually thousands of students into the CBD.

“In addition, Council is breathing new life into the centre of Blacktown with a series of activations including street art, pop-up parks and music performances, with food festivals back as soon as COVID restrictions allow.

“We want to share the excitement and at the same time hear the issues of concern.” Mayor Bleasdale said.

Energy from Waste incinerator proposals

The Cleanaway energy-from-waste facility proposal, including the Environmental Impact Statement (EIS), are on public exhibition on the NSW Government’s Planning Portal website until 16 November 2020.

Our Council has commissioned an independent review of the EIS.

We will lodge a submission on the proposal based on this review and the scientific evidence from here and overseas surrounding energy-from-waste.

“I guarantee that the best interests of the health and well-being of our residents will be uppermost in Council’s considerations and actions.”, said Mayor Tony Bleasdale, “I encourage you to be aware of the project and have your say by making a submission before 16 November 2020 here”:

The profile is updated with population estimates when the Australian Bureau of Statistics (ABS) releases new figures.

I would love to see Tallawong oval playground equipment updated as this is a busy oval with Little Athletics and would be lovely to have a fun playground equipment for our families.

Council will list this playspace in Council’s Works Improvement Program for future funding consideration.

What measures are council taking to protect our urban wildlife populations. I have seen developers in Riverstone rip down mature native trees in nesting season and feed the contents straight through wood chippers. Utterly heartbreaking and totally irresponsible on part of council to enforce protection of animals

Development in the North West Growth Area is causing significant loss of native vegetation and tree canopy cover, despite NSW Government planning controls.

This is a result of land development practices, planning controls established by the Department of Planning, Industry and Environment, and the Minister for Environment’s signing of the Growth Centres Order 2006 that conferred Biodiversity Certification on State Environmental Planning Policy (Sydney Region Growth Centres) 2006.

Since 2006, the key policy control has been Biodiversity Certification, attached to the process for development applications.

Council recognises the need to increase tree canopy cover in urban areas, and works within local and NSW Government planning controls to achieve this.

More work is needed, however.

Council is seeking a comprehensive review of the controls and policies relating to protection and preservation of native vegetation and trees on development sites, in collaboration with the NSW Government.

Is there a plan to introduce paid, timed parking in Blacktown streets?

Council has no plans to introduce paid street parking.

A little of topic to what everyone else is asking. Can we get a green waste bin with our recycling and rubbish  bins so we r not filling up our green/red bins with green waste. I feel this may help with dumped rubbish around the local areas and also cost effective to council. Instead of having everything that gets put into the garbage bins and having to sort through deviding up green waste to other waste, the green waste can go straight to green waste recycling.

We are currently undertaking community consultation on what our new waste services may look like in the future. Please go to the ‘have your say’ section on our website to participate.

The reason we do not provide a separate garden waste bin is that our two bin system provides the same bin capacity as those councils with a three bin system such as The Hills and Parramatta City.

The NSW Environment Protection Authority directed on 25 October 2018, that the compost from the UR-3R facility applied to land would no longer be permitted.  We are working with the UR-3R operators and the NSW Environment Protection Authority to ensure that this facility can continue to provide diversion of waste from landfill. It currently diverts approximately 30% of the waste sent there.

What about the Richmond Road widening towards MARSDEN park

Council will continue to advocate and work toward solutions for the NSW Government infrastructure needs.

This includes upgrading Richmond Road, Garfield Road, and many other road projects.

It also includes public buses and rail needs, along with commuter car parking.
