Public Interest Disclosure policy

Report wrongdoing

We all have an obligation at Blacktown City Council to protect our community by showing honesty, integrity and transparency at all times.

If you suspect wrongdoing within Blacktown City Council by staff, councillors, contractors or volunteers or you see any activities or incidents that you believe are wrong, you should report it.

The Public Interest Disclosure Act 2022 (PID Act) provides a system where you can report wrongdoing (make a public interest disclosure) in a way that gives you protection from reprisal action.

Our Public Interest Disclosure policy(PDF, 411KB) provides more information on how we manage reports of serious wrong doing and who you can make the report to.

What type of serious wrongdoing is considered a public interest disclosure (PID)?

There are 6 types of categories of serious misconduct that are dealt with under the PID Act.

They are:

  • corrupt conduct
  • maladministration
  • a serious and substantial waste of public money
  • a breach of the Government Information (Public Access) Act 2009 (the GIPA Act)
  • a pecuniary interest contravention
  • a breach of the Privacy and Personal Information Protection Act 1998 or Health Records and Information Privacy Act 2002.

How you can report a PID

The PID Act requires that for a report to be a PID it must be made to 1 of the nominated Disclosure officers identified in our policy.

Reports can also be made to our Disclosure Coordinator, Mr Ralph Esther by phone on 02 9839 6435 or by email ralph.esther@blacktown.nsw.gov.au

You can also report PID's to various external agencies – refer to our Public Interest Disclosures policy for additional information.
