Local Planning Panel Community Representative positions
We are seeking expressions of interest for community representatives to sit on the Blacktown Local Planning Panel
The Blacktown Local Planning Panel (Panel) determines development applications on behalf of Blacktown City Council as required by NSW legislation.
The Panel consists of a Chairperson, 2 independent expert members and 1 representative of the local community.

Blacktown City also has the 2nd highest proportion of First Nations people in Australia.
We are looking to appoint 4 new community representatives for the Panel that are representative of our diverse community and that can represent all sectors.
Term of appointment
Each Panel member will be appointed for 3 years and will be paid for their time based on rates set by the NSW Government. This 3-year term will begin on 1 July 2024.
The Blacktown Local Planning Panel currently meets once a month, if required. You will not be required to attend every meeting as attendance is rotated between members. The role as a community representative is part-time and it is likely that the Panel meetings will happen mostly during business hours. The Panel schedule for 2024 is available to view on our website.
Eligibility criteria
To be a community representative, you must:

live in the Blacktown Local Government Area and you cannot be a councillor, property developer or real estate agent

agree to follow a code of conduct and operational procedures at all times

understand the planning process and assessment issues (but are not expected to be an expert)

have a proven ability to be objective and consider all sides of an argument relating to a development proposal that is to be determined by the Panel.
