  • advocates for design quality across the organisation

  • undertakes policy studies in urban design, infrastructure and public space

  • designs public assets including buildings, spaces and infrastructure

  • produce feasibility and speculative designs for BCC property holdings

  • formulates project briefs

  • establishes consultant panels and selection processes

  • reviews designs for private and Council developments

Asset Design

  • designs stormwater and transport infrastructure

  • designs public domain around shopping centres throughout Blacktown City

  • provides flooding, water quality and on-site detention advice to the development industry and for the assessment of Development Applications

  • manages our Stormwater Environment Management Program including community education program and strategic stormwater catchment planning targeting creek rehabilitation

  • provides flood modelling to simulate flooding conditions and provide flood information.

Recreation Planning and Design              

  • prepares long term sport and recreation planning strategies for Blacktown City

  • designs community parks and spaces

  • liaises with community to improve sport and recreation opportunities across the city

Transformational Projects

  • coordinates and manages the Transformational Projects Program including project definition, consultant appointment, design and delivery

  • Transformational Projects include:

  • Blacktown International Sports Park Masterplan

  • International Centre of Training Excellence at BIacktown International Sportspark

  • a CBD University

  • Warrick Lane Redevelopment

  • Health Precinct

  • Riverstone Town Centre

  • Animal Rehoming Centre

  • Blacktown City Council office accommodation

  • St Bartholomew’s Cemetery.

BILL TSAKALOS

Blacktown City Council

Bill Tsakalos joined Blacktown in 2015. In August 2018 he was appointed to lead a newly established directorate charged with the task of delivering the transformation of Blacktown in response to rapid growth and a changing economic profile. He brings international, private and public sector experience including leading the transformation of the City of Sydney for the 2000 Olympics.
