Expression of interest for Independant representative (two year term)

Blacktown City’s ARIC provides Council with independent assurance and assistance in the areas of risk, internal controls, governance and external accountability responsibilities.  In addition, we facilitate Hawkesbury River County Council’s ARIC, with independent Committee members serving on both Committees.

The Charter of the ARIC for both councils requires an independent chairperson and 3 independent members who satisfy the independence and eligibility criteria prescribed under the Local Government (General) Regulation 2021 for the position.

One independent member position is due to expire in August 2026, and we are seeking expressions of interest for the position.

Committee members must possess and maintain a broad range of skills, knowledge and experience relevant to the operations, governance and financial management of a local council, the environment in which the council operates, and the contribution that the Committee makes to Council.

Meetings of the Committees are scheduled quarterly. Where possible, the Blacktown and Hawkesbury River County Council ARIC meetings are held on the same day and sequentially. Additional special meetings of the committees are also scheduled to consider matters including Council’s financial statements, and business improvements reports. Meeting preparation and attendance at four ordinary meetings of each council’s ARIC is required each year. Attendance in person at Blacktown City’s Civic Centre is required, but remote access to teleconference is provided if necessary.

Ordinary meetings are held sequentially on the same day, and approximately each quarter.

A standard fee is paid for attendance at both ARIC meetings.

Independent Members, including the Chair, are initially engaged for a period of 2 years.  This tenure may be subsequently extended but must not exceed 8 years in a 10-year period in accordance with the Regulation.
