Making a submission

If you would like to comment on a development application, you must send your submission in writing and ensure it is received by Council before 5.30 pm on the last day of the exhibition period

How to prepare your submission

Your submission must include:

  • your full name and address

  • a contact phone number or email address

  • the application number and site address

  • the reasons for your support or objection

If you have concerns about the proposal, please clearly explain them in your submission.

Submissions are not confidential. In accordance with the Government Information (Public Access) Act 2009, we may release your submission if requested. Personal details may be withheld if requested, but you must clearly state this in your submission.

We may also share submissions with other planning authorities and referral agencies as required.

What happens next?

Your submission will be reviewed as part of the application assessment. Council officers will carefully consider your feedback, along with a range of other matters as required under Section 4.15 of the Environmental Planning and Assessment Amendment Act 2017.

Development applications are determined by Council officers, or in some cases, by the Blacktown Local Planning Panel or the State Planning Panel.

The elected Council (Councillors) does not determine any development applications.
