Types of memberships

Full membership

Full library membership is available to anyone living in the greater Sydney metropolitan area, including the Blue Mountains and Central Coast.

Full membership includes:

  • Borrowing privileges - up to 35 items
  • Use of computers for 1 hour, per day
  • Free wi-fi
  • Access to e-books, e-audiobooks and e-magazines
  • Access to a wide variety of databases and other online resources.

To obtain full membership, visit any Blacktown City Library branch in person and provide current ID, with name and address, to complete your membership.

Internet only membership

Internet Only membership is available to anyone who only wants internet or computer access and does not want to borrow items.

Internet Only membership allows:

  • Use of computers for 1 hour, per day
  • Wi-fi access
  • Access to some online resources, such as databases.

This category is open to overseas and interstate visitors, and local residents.


E-membership is available to customers, over 18 years, who only want to use online resources including e-books, e-magazines and databases and do not want to borrow items.

You will have access to:

  • e-books / e-audiobooks
  • e-magazines
  • Databases

This category is open to interstate residents, and local residents.

To obtain e-membership, simply join online, then follow the prompts to email the library with your request.

Institutional membership

Organisations may apply for institutional membership. Conditions:

  • Borrow up to 35 items
  • Extended loan period
  • Access to online resources.

ID requirements


Adults seeking full membership are required to provide proof of name and current address. Acceptable forms of identification include bills, bank statements or any other official documents which show both your name and current address. Internet only membership may be obtained by showing proof of name only. There are no identification requirements for e-membership.

Under 18 years

Persons under the age of 18 must have a parent, guardian or guarantor accompany them to the library to sign the application form on their behalf, and the parent or guardian must provide proof of their name and current address.

Overseas visitors

Visitors need to provide proof of identity, such as a passport.


Organisations must provide an official letter on letterhead authorizing a named person to join on their behalf, and provide full contact details of that individual.

Conditions of membership

Using your card

Please present your library card when you wish to borrow items or use computer facilities. You will need to know your library card number and PIN/password to sign in to your library account or to use computers and some online resources.

Lost or stolen cards

Please advise the library immediately if your library card is lost or stolen. A fee will be charged for replacement cards.

Update your library card details

You can update your email address and PIN/password by signing in to your library account. If you need to update any other details please contact us.
