Blacktown Development Control Plan 2015

Adopted in 2015, the Blacktown Development Control Plan (BDCP) details the various standards, policies and guidelines related to construction and development for Blacktown City.

The BDCP is consistent with our gazetted Blacktown Local Environmental Plan 2015.

The BDCP only applies to land covered by BLEP 2015. Links to other Development Control Plans for areas outside BLEP 2015 may also be found at the bottom of this page. 

The current BDCP is effective from 1 February 2026, and incorporates amendments adopted by Council at the Ordinary Meeting on 26 November 2025.  A point in time copy of past versions of the BDCP can be accessed at the bottom of this page.
