Eastern Creek – water sensitive urban design asset maintenance Blacktown City Council has begun a $49,489 ESMP-funded program (July 2025–June 2026) to maintain biofiltration basins protecting Reddy Creek, delivered by Toolijooa Environmental Restoration. Works include vegetation control, litter/sediment removal and flow maintenance to improve stormwater quality, reduce flooding risk and support local biodiversity.

The $1.6 million project, jointly funded by the NSW Government and Council, began in September 2025 and will be completed by mid-2026.

Over 1,300 plants were distributed, Bushcare volunteers contributed 159 hours, and ecological and stormwater restoration projects progressed across multiple sites.
Warrick Lane Blacktown sewer underline crossing Blacktown City Council has completed a new sewer main linking Warrick Lane with George Street, supporting growth in Blacktown’s city centre. Completed in April 2025, the project involved underboring beneath the rail line, installing manholes and restoring the site. The upgrade improves infrastructure capacity for around 8,500 future residents.
Greenspace Services - general update October 2025 Blacktown City Council recorded only 8.2mm of rainfall in October, leaving sports fields and parks dry and limiting turf growth. Irrigation systems are operating at capacity, with ongoing maintenance to keep sports turf healthy. Major works this month included weed and pest treatments, aeration and turfing, as well as repairs to playground equipment.
Cardinal Clancy Ave, Glendenning – road reseal Blacktown City Council has completed road reseal works along Cardinal Clancy Avenue in Glendenning to improve surface quality and extend pavement life. The $74,060 project, delivered by Council’s Civil Asset Maintenance team and contractor Bernipave, was completed in October 2025. Works included milling, resurfacing, patching, kerb and gutter repairs and new line marking.
Eastern Road, Bungarribee - median island extension Blacktown City Council has completed extending the median island on Eastern Road, Bungarribee, to improve safety and traffic flow. The 23-metre extension will enhance lane separation, reduce conflict points, and support safer turning. This project is part of the 2024–2025 Works Improvement Program.
Francis Street, Mount Druitt - road reconstruction Blacktown City Council has completed pavement reconstruction on Francis Street, Mount Druitt, between Durham Street and Palmerston Road. The upgrade improved road safety and durability with a new 250mm thick asphalt pavement. Works were delivered in April 2025 as part of the 2024–2025 Works Improvement Program.

Rooty Hill Road North, Oakhurst – bus shelter installation Blacktown City Council have installed a new bus shelter on Rooty Hill Road North, Oakhurst, near Simms Road. Works include a concrete slab, shelter installation, and tactiles to improve accessibility and comfort for bus users.
Sibelius Close, Gardenia Grove, Mili Place & Montrose Street Blacktown City Council has completed road resurfacing to improve safety, durability and drainage. The works provide a smoother, more stable surface for road users. This upgrade extends road lifespan and reduces maintenance costs.
Winten Drive, Glendenning – Passively Irrigated Street Trees Blacktown City Council has completed the Winten Drive Passively Irrigated Street Trees project, supporting sustainability and urban cooling. This project improves tree health, reduces urban heat and enhances water quality through innovative stormwater management methods.

The $191,000 project was delivered by J&G Asphalt & Civil Contractors Pty Ltd, including pavement reconstruction, deep-lift asphalt and kerb gutter repairs.

Construction of Pathway 8101 Wycombe St, Doonside Blacktown City Council completed the construction of a new concrete pathway (Pathway 8101). The pathway will link Wycombe Street and Cameron Street, Doonside.
Dawson Mall Upgrade Blacktown City Council has completed a major upgrade of Dawson Mall, enhancing public spaces and community facilities. The project, funded by the Federal Government’s Local Roads and Community Infrastructure Fund, was completed in December 2023. The revitalised space includes a new stage, expanded play areas, upgraded lighting and additional seating.

The works improve accessibility, learning spaces and community facilities, with a total investment of over $736,000.
Bathroom Renovations at six Kids Early Learning Centres Blacktown City Council has successfully accomplished bathroom renovations across six Kids Early Learning centres, a project implemented during the Christmas period. With a total funding allocation of $510,000, the renovations covered 13 bathrooms spread across these centres.

Reserve 932, Colebee - replacement of failed rubber Blacktown City Council has completed playground surfacing works at Reserve 932 in Colebee, replacing damaged rubber with new surfacing to improve safety and accessibility. Delivered by Greenspace Services, the project was finalised by 10 May 2024 and provides a safer, more comfortable play space for the community.
Road reconstruction of Short Street, Rooty Hill Blacktown City Council has completed the Short Street road reconstruction project in Rooty Hill, from Rooty Hill Road North to Hartington Street. The project, which ran from 12 June to 1 July 2024 involved road pavement and kerb and gutter reconstruction.
Smart Bins Blacktown City Council has installed 18 solar-powered smart bins that can hold up to six times more rubbish than standard bins. Smart containers also alert staff when they are full, thereby increasing the efficiency of waste management.
Eastern Road, Rooty Hill - road pavement reconstruction Blacktown City Council completed night roadworks on Eastern Road, Rooty Hill. This important project focused on the east and westbound lanes stretching from Blacktown Olympic Avenue to Knox Road and included a comprehensive upgrade at the signalised intersection of Blacktown Olympic Avenue.
Luxford Rd / Hythe St / Mt Druitt Hospital entrance signalisation Successful completion of the Luxford Road and Hythe Street realignment project has significantly improved safety and accessibility. Hythe Street now aligns with the entrance to Mount Druitt Hospital on Luxford Road and new traffic signals have been installed.
Minchinbury Reserve, Minchinbury – Field lighting replacement Minchinbury Reserve’s field lights have been upgraded after flood damage, with new LED lights and poles installed for brighter, safer playing fields.

Shared User Path - Mavis St Rooty Hill to BISP In November 2023, Blacktown City Council completed the construction of a 289-meter path connecting Mavis Street to Blacktown International Sports Park. This project, including a bridge over Angus Creek and an M7 motorway underpass, aims to improve access for residents and the community.

Plumpton, Nirimba Fields, Dean Park, Rooty Hill – asphalt reseal Blacktown City Council has completed road resurfacing works in Plumpton, Nirimba Fields, Dean Park and Rooty Hill as part of the 2024–2025 Works Improvement Program. The works involved milling and laying new asphalt to enhance safety, ride quality and road durability across five local streets.
Reseal program - Glendenning Blacktown City Council is upgrading roads in Ward 4 under the 2024/2025 Works Improvement Program. Existing asphalt will be milled and replaced with a new 50mm layer to improve safety and durability. All schedules are subject to weather conditions.
Road reconstruction of Derby Street, Rooty Hill The reconstruction of Derby Street in Rooty Hill, from Woodstock Avenue to Wolseley Street, was successfully completed on 25 October 2024. The project involved pavement milling, a new asphalt base and 65 meters of kerb and gutter installation to enhance drainage.
Road reconstruction of McFarlane Drive, Minchinbury Blacktown City Council completed reconstruction of McFarlane Drive on 6 November 2024. The project, which began on 28 October 2024, was managed by Stateline Asphalts Pty Ltd. The work included milling the old pavement and laying a new asphalt base and surface.
Road reconstruction of Wolseley Street, Rooty Hill The two-stage reconstruction project on Wolseley Street in Rooty Hill has been successfully completed as of 25 October 2024. Stage 1, from Napier Street to Rooty Hill Road North, ran from 8 to 25 October with a budget of $310,000. Stage 2, from Derby Street to Station Street, took place from 9 to 25 October at a cost of $185,000.
