Best Road, Seven Hills - road reconstruction Blacktown City Council will reconstruct Best Road between Fourth Avenue and Carrington Street from 26 March to 28 April 2026. Bungarribee Creek – aquatic and riparian weed control Blacktown City Council is delivering aquatic and riparian weed control along Bungarribee Creek in Blacktown and Arndell Park. The $55,000 project (July 2025–June 2026), delivered by Apunga Ecological Management under Council’s ESMP, targets invasive weeds to restore native vegetation. Outcomes include healthier waterways, enhanced bushland and increased biodiversity.
Bungarribee Road, Blacktown – failed pavement reconstruction Blacktown City Council will reconstruct Bungarribee Road, Blacktown, between Lancaster Street and Balmoral Street, to repair pavement failures and improve safety. The $656,000 project, delivered by Stateline Asphalt, commenced on 27 October 2025. Works will include full road resurfacing, kerb repairs and tree removal to provide a smoother, safer and longer-lasting road.
Doonside Crescent Reserve – waterway stabilisation Blacktown City Council is stabilising the creek bed and banks at Doonside Crescent Bushland Reserve. The $38,444 project runs from July 2025–June 2026, delivered by Waratah Eco Works under Council’s ESMP. Works include erosion control, weed reduction and native revegetation. Outcomes: less erosion, better water quality and stronger habitat.
Pembroke Street – path paving construction Blacktown City Council is scheduling new concrete path paving on the western side of Pembroke Street, between Douglas Road and Burrell Parade, to improve pedestrian safety and access. The project will be delivered by Council’s Civil Asset Maintenance team, with works commencing on 17 November 2025, weather permitting. Works include new paving and pram ramps.
Wirraga Street, Bungarribee – water sensitive urban design maintenance Blacktown City Council has commenced WSUD asset establishment and maintenance at Wirraga Street, Bungarribee. The $16,476 ESMP-funded project (July 2025–June 2026), delivered by the National Trust of NSW, includes biofilter weeding, litter removal, native regeneration and bank stabilisation. Outcomes: better stormwater treatment, cleaner waterways and increased local biodiversity.
Woods Close – pavement restoration Blacktown City Council has commenced pavement restoration on Woods Close, Huntingwood, to improve safety, surface quality and access. Council’s Asset Construction team will deliver the works with J&G Asphalt & Civil Contractors Pty Ltd. Works commenced Wednesday 19 November 2025 and will take about four weeks, weather and supply permitting.
Yan Willama Road / Sunnyholt Road intersection works – Blacktown Blacktown City Council commenced road reconstruction at Yan Willama Road (formerly Warrick Lane) and Sunnyholt Road on 16 April 2025. Works will improve traffic flow, safety, drainage and streetscape. Completion is expected by mid-December 2025, weather permitting.

Key works included tree inspections, turf servicing, and playground repairs. Over 1,300 plants were distributed, Bushcare volunteers contributed 159 hours, and ecological and stormwater restoration projects progressed across multiple sites.
Warrick Lane Blacktown sewer underline crossing Blacktown City Council has completed a new sewer main linking Warrick Lane with George Street, supporting growth in Blacktown’s city centre. Completed in April 2025, the project involved underboring beneath the rail line, installing manholes and restoring the site. The upgrade improves infrastructure capacity for around 8,500 future residents.
Greenspace Services - general update October 2025 Blacktown City Council recorded only 8.2mm of rainfall in October, leaving sports fields and parks dry and limiting turf growth. Irrigation systems are operating at capacity, with ongoing maintenance to keep sports turf healthy. Major works this month included weed and pest treatments, aeration and turfing, as well as repairs to playground equipment.

Delivered ahead of schedule due to contractor availability, the upgrade improves safety, comfort and durability on this key arterial road into the city centre.

Work commenced on 20 October 2025. The $290,000 project, delivered by Stateline Asphalt, includes full-width deep-lift asphalting and kerb and gutter repairs to address failed pavement. The upgrade will improve safety, driving comfort and long-term road durability.
New bus shelter - 51 Huntingwood Road, Huntingwood Blacktown City Council has completed a new bus shelter at 51 Huntingwood Road, Huntingwood. The project included a concrete slab, modern shelter and tactiles to improve safety and accessibility. This upgrade supports a more efficient and accessible public transport system for all users.
Carter Street, Seven Hills – road reseal works Blacktown City Council has completed road reseal works on Carter Street, Seven Hills, between Abigail Street and McCoy Street. The $136,789 project involved a 50mm mill and fill treatment of approximately 4,239 square metres of pavement, along with heavy patching, kerb and gutter repairs, and new line marking.
Pathway 8434, Seven Hills Blacktown City Council has constructed a new concrete pathway in Seven Hills, linking 24 Winnipeg Street with 16 Narva Place as part of our Works Improvement Program. Work commenced on Wednesday, 12 February 2025, and will enhance pedestrian connectivity and ensure a safe, durable infrastructure.
Pathway improvement projects - Orwell and Meroo Streets Blacktown City Council is enhancing safety and connectivity with planned path paving upgrades this financial year. Projects include Orwell Street near house 65 and sections of Meroo Street from house 5A to Kildare Road and houses 23 - 29. These upgrades address missing pathway links for safer pedestrian access.

Reseal program - Eastern Creek and Blacktown Blacktown City Council has completed the reseal projects of Flushcombe Road in Blacktown and Brabham Drive in Eastern Creek to improve road quality and durability, especially for heavy vehicles.

Sciarra Crescent, Acacia Gardens – road reconstruction Blacktown City Council has completed a $175,000 road reconstruction project on Sciarra Crescent, Acacia Gardens, between Wilson Road and Gannet Place. Delivered in July 2025 by J & G Asphalt & Civil Contractors under Council’s WIP – Failed Pavement program, the works involved full pavement reconstruction and the installation of a 150 mm asphalt surface.

Greenspace Services - general update April 2024 In April 2024, Greenspace Services recorded 260mm of rainfall, leading to temporary closures and maintenance delays for sporting fields. Staff completed winter sports preparations, audited irrigation systems and applied turf fertiliser.

Light Years Ahead – retrofitting 30,000 street lights with LED lamps Blacktown City Council is retrofitting street lights with LED components, reducing emissions by 9,445 tonnes/year and saving $2.2 million/year. We aim for a zero-net emissions target by 2030.
Max Webber Library, Blacktown - refurbishment and upgrade works Blacktown City Council has completed major upgrades at Max Webber Library, enhancing children’s areas, technology studios and signage. The works improve accessibility, learning spaces and community facilities, with a total investment of over $736,000.
Smart Bins Blacktown City Council has installed 18 solar-powered smart bins that can hold up to six times more rubbish than standard bins. Smart containers also alert staff when they are full, thereby increasing the efficiency of waste management.
Alpha Park Community Centre Blacktown City Council has successfully completed a project at Alpha Park Community Centre, focusing on replacing the deteriorating roof. The initiative involved replacing the existing roof and guttering, addressing rust and deterioration issues caused by aging.
Bungarribee Creek Aquatic and Riparian Weed Control Blacktown City Council is removing targeted weeds along Bungarribee Creek to preserve its ecology. The project addresses priority weeds and enhances revegetation beds, focusing on the macrophyte zone of a constructed wetland built in 2000 for stormwater runoff treatment. This effort is crucial for maintaining the health of the creek and the constructed wetland.

Carousel installation in Nurragingy Reserve, Wawai Ngurra Blacktown City Council has completed the inclusive carousel installation in Nurragingy Reserve, Wawai Ngurra. This initiative was jointly funded by Blacktown Lions Club and Blacktown City Council, totalling $40,000. The project promotes inclusivity, social unity and economic growth.

Cooma Street, Dharruk -road resurfacing Blacktown City Council has resurfaced Cooma Street, Dharruk, from Kembla Street to Cudgee Place, improving road quality and safety. Cypress Lane, Blacktown - road reconstruction The reconstruction of Cypress Lane started on 14 October 2024 and was completed on 29 October 2024. The project involved milling the old pavement, laying new asphalt and upgrading kerbs and ramps. These enhancements have improved road safety, traffic flow and pedestrian access for the community.
Doonside Crescent Reserve minor bed and bank stabilisation Blacktown City Council has completed bed and bank stabilisation works at Doonside Crescent Reserve to restore creek banks, prevent erosion and enhance the local environment. These efforts include planting 2,500 native plants to improve biodiversity, support wildlife habitats and promote sustainable stormwater management.
Enhancing Safety: Yan Willama Road project completed Blacktown City Council is pleased to announce the completion of the Yan Willama Road enhancement project. Raised thresholds were installed to improve pedestrian safety and traffic flow. This will benefit our community by creating a safer environment for all.
Festoon lighting - Civic Plaza Blacktown Blacktown City Council completed the "Festoon Lighting - Civic Plaza Blacktown" project, installing festoon lighting to create a bright, open area and discourage anti-social behaviour. The project, scheduled from June to July 2024, had a budget of $30,000.
Kareela Reserve, Doonside – new amenities building A new amenities building at Kareela Reserve in Doonside aims to improve comfort for visitors and sports enthusiasts. With a budget of $190,236, Blacktown City Council has prioritised providing high level quality facilities for the community.

Kildare Road, Doonside – failed pavement reconstruction The Kildare Road Doonside pavement reconstruction project, which began on 30 September 2024, was successfully completed on 24 October 2024. The road segment between Doonside Road and Cygnus Close has been upgraded with kerb repairs and deep asphalt treatment to improve durability and enhance safety.
Lucretia Road, Seven Hills – Road Construction The Lucretia Road pavement reconstruction between Superior Avenue and Mississippi Road was successfully completed from 7 to 9 November 2024, within the allocated budget of $450,000. This initiative involved installing a durable 150mm thick asphalt pavement, significantly enhancing both the road's durability and safety for all users.
Max Webber Library – new children’s fiction area relocation Stage 1 Blacktown City Council has successfully completed the stunning new window wall and seating area at Max Webber Library, providing improved amenities for our community. This project was completed in December 2023, ensuring a vibrant and inviting space for young readers to explore and learn.
