Draft Blacktown Development Control Plan 2015 - Part O

You are invited to provide feedback on the draft Blacktown Development Control Plan 2015 – Part O. This applies to the Mount Druitt Central Business District. The draft is on exhibition from 7 December 2022 to 3 February 2023.

In May 2020 the NSW Government announced the approval of the Mount Druitt CBD Planning Proposal, which rezoned land from B3 Commercial Core to B4 Mixed use, increased the building heights and removed the floor space ratio controls.

Blacktown Draft Development Control Plan 2015 Part O (Mount Druitt CBD) sets out detailed development objectives and controls to complement the amendments to the Blacktown Local Environmental Plan 2015 made in 2020. A draft DCP was previously exhibited in December 2021. We received a number of submissions and as a consequence have amended the draft DCP.  The revised draft is now on exhibition.

The Mount Druitt CBD is bounded by Luxford Road, Railway Street, North Parade and Carlisle Avenue. See below map.

Aims of the Draft DCP

The Draft Development Control Plan (DCP) for the Mount Druitt CBD sets detailed development objectives and controls to complement Blacktown Local Environmental Plan 2015 and aims to:

  • encourage development to achieve social, economic and environmentally sustainable outcomes
  • ensure architectural design excellence is achieved in the design of buildings and public spaces
  • protect and enhance the character, identity and diversity of Mount Druitt CBD
  • strengthen safety in the CBD.

Council’s vision is to create a vibrant, safer and attractive Mount Druitt CBD. 

Council will consider written submissions made during the exhibition period before it makes a final decision on the new Blacktown Development Control Plan 2015 Part O (Mount Druitt CBD). Any submission should be received by Council by 3 February 2023. Please quote file number F15/2580 in your submission.
